Surrey County Council has completed a full migration from Esri ArcGIS to QGIS 3.38 for its highways and rights-of-way asset management workflows, citing six-figure annual licence savings. The council worked with Lutra Consulting to develop bespoke QGIS plugins integrating with its existing Confirm asset management system. The move follows similar transitions at several Scottish councils and positions Surrey as one of the largest English authorities to standardise on open source GIS.
