A growing number of UK local authorities are replacing HashiCorp Terraform with OpenTofu following HashiCorp's 2023 licence change, according to a survey by the Local Digital collaboration unit. Councils including Norfolk County Council and Wirral Metropolitan Borough Council have confirmed active migrations of their infrastructure-as-code repositories to the OpenTofu fork. The Linux Foundation-backed project recently released version 1.7, which introduced provider-level state encryption features considered important for public sector data handling requirements.
