Gloucestershire County Council has completed a full migration from Esri ArcGIS to QGIS 3.38 across its highways and transport planning teams, citing annual licensing savings of approximately £180,000. The council worked with UK-based open source GIS consultancy Astun Technology to configure custom plugins for road condition surveying and asset tracking. The move is part of a broader digital transformation programme aligned with the council's open source-first procurement policy.
