Bristol City Council has completed a full migration from Esri ArcGIS Desktop to QGIS 3.38 across its spatial planning and highways teams, citing annual licensing savings estimated at £180,000. The council worked with Lutra Consulting to deliver staff training and bespoke plugin development. The move follows similar transitions at South Gloucestershire and North Somerset councils, signalling growing momentum for open source GIS in the West of England Combined Authority area.
