Bristol City Council has migrated its spatial planning team from Esri ArcGIS to QGIS 3.38, citing significant licensing cost savings and improved flexibility for custom plugin development. The transition, supported by Lutra Consulting, covers flood risk mapping, development site assessments, and local plan evidence base work. The council estimates annual savings of around £180,000 in proprietary GIS licensing fees.
