Scottish Government Backs Open Source Digital Planning Platform Built on FOSS Stack

The Scottish Government has awarded a £3.4 million development contract to a consortium led by Maevis Digital to build a new citizen-facing planning portal on a fully open source stack, incorporating PostGIS, Django and Maplibre GL JS. The platform will replace ageing systems across 11 participating Scottish planning authorities and is intended to be published under an MIT licence for reuse by other devolved administrations. Public beta testing is scheduled to begin in early 2026.
