Surrey County Council has completed a full migration from Esri ArcGIS to QGIS 3.36 for its highways and infrastructure asset management workflows, citing annual licensing savings of approximately £180,000. The move, supported by open source GIS consultancy Lutra Consulting, includes custom plugins developed for integration with the council's existing Confirm asset management system. The project is being cited as a model for other shire counties considering similar transitions.
