A growing number of English district councils, including South Oxfordshire and Vale of White Horse, have migrated their spatial planning teams from Esri ArcGIS to QGIS 3.38, citing significant licensing cost savings. The shift follows guidance from the Local Government Association encouraging authorities to evaluate open source GIS alternatives. OSGeo:UK has been providing training workshops to support the transition.
