Gloucestershire County Council has completed its migration from a proprietary GIS platform to QGIS 3.36, cutting annual licensing costs by an estimated £180,000. The authority worked with geospatial consultancy Lutra Consulting to develop custom plugins for highway asset inspection workflows. The move is expected to inform a wider regional push across West Midlands councils seeking to reduce vendor lock-in in spatial data infrastructure.
