A collaborative procurement initiative led by the Welsh Local Government Association has seen fourteen Welsh councils complete a full migration from Microsoft Office to LibreOffice 24.8, concluding a phased programme that began in January 2024. The project, delivered in partnership with open source support firm Collabora Productivity, included staff training, macro compatibility remediation, and integration with existing M365 email tenancies. Total licensing savings across the cohort are estimated at £1.1 million annually.
