Dudley Metropolitan Borough Council has published a case study detailing its 2023 migration of 4,200 desktop workstations from Microsoft 365 to LibreOffice, supported by The Document Foundation and systems integrator Nexedi. The council retained Microsoft Exchange for email but eliminated per-seat Office licensing, redirecting savings toward digital inclusion programmes. The transition required a six-month document template remediation programme to resolve compatibility issues with legacy .docx workflows.
