The Scottish Government's Local Government Digital Office has announced funding for a pilot deployment of Odoo Community Edition across five Scottish local authorities, including Clackmannanshire and Moray councils, targeting finance, HR, and procurement functions. The pilot, running through to March 2026, aims to assess whether open source ERP can reduce dependence on SAP and Oracle licensing costs that collectively run to tens of millions of pounds annually across Scottish councils. Results will inform a wider national procurement strategy.
