Surrey County Council has completed a full migration from Esri ArcGIS Desktop to QGIS 3.38 across its highways and transport teams, cutting annual licensing costs by an estimated £180,000. The rollout, delivered in partnership with North Road Consulting, includes custom PyQGIS plugins for road defect logging and asset condition reporting. The council says it plans to contribute its plugins back to the QGIS community under an open licence.
