Cornwall Council has migrated its coastal flood risk assessment workflows to QGIS 3.38, replacing a legacy Esri ArcGIS deployment and saving an estimated £180,000 annually in licensing costs. The move, supported by OSGeo:UK, includes custom plugins developed in-house for integrating Environment Agency LiDAR datasets. The council is sharing its plugin code under GPL on GitHub for other local authorities to reuse.
