Bristol City Council has migrated its strategic planning team from Esri ArcGIS to QGIS 3.38, citing annual licensing savings of approximately £180,000. The council worked with OSGeo:UK partner Lutra Consulting to develop custom plugins for local plan evidence base mapping. The move forms part of Bristol's wider open source digital strategy, which targets a 40% reduction in proprietary software spend by 2026.
