A growing number of English county councils, including Norfolk and Derbyshire, are completing migrations from Esri ArcGIS to QGIS 3.38 as part of cost-reduction programmes driven by post-pandemic budget pressures. The shift is being coordinated partly through the Local Government Association's digital programme, with shared training resources and plugin libraries being developed collaboratively. Estimated annual savings across participating authorities are reported to exceed £2 million in combined licensing costs.
