A consortium of seven Welsh councils, including Cardiff, Swansea, and Newport City Councils, has completed a joint migration from Esri ArcGIS to QGIS, citing annual licensing savings estimated at £1.2 million collectively. The move, coordinated by the Welsh Local Government Association, includes shared training resources and a jointly maintained plugin library tailored to planning and highways use cases.
