Bristol City Council has completed a full migration from Esri ArcGIS to QGIS 3.38 across its spatial planning and highways teams, citing annual licensing savings of approximately £180,000. The rollout, supported by OSGeo:UK member Lutra Consulting, includes custom plugins for local plan evidence base mapping. The council is now contributing its plugin code back to the QGIS ecosystem under a GPL licence.
