Hertfordshire County Council has completed a full migration from Esri ArcGIS to QGIS 3.36 across its spatial planning and highways teams, citing a projected annual saving of £180,000 in licensing costs. The council worked with UK-based consultancy Lutra Consulting to manage the transition and deliver staff training. The move follows similar decisions by Durham and Monmouthshire councils in recent years.
