The Planning Portal has begun a pilot with four English local planning authorities — including Leeds City Council and Bristol City Council — to test an open source digital planning submission stack based on Open Systems Lab's ePlanSoft components. The pilot, funded under the DLUHC Digital Planning Programme, aims to reduce vendor lock-in and lower the cost of adopting the government's new planning data standards. Results are expected to inform a broader rollout decision in Q1 2026.
