The Planning Inspectorate has begun a pilot of an open source case management platform built on Apache OFBiz, adapted by Government Digital Service contractors to handle appeals and public inquiry workflows. The pilot, running across the Wales and South West regions, aims to replace a legacy Oracle-based system at significantly reduced total cost of ownership. Results are expected to inform a broader procurement decision in early 2026.
